1. The Brazilian Public Spending Cap and the Impacts of the COVID-19 Pandemic

This paper applies the Advocacy Coalition Framework to examine how Brazil’s fiscal policy coalitions navigated the unprecedented shock of the COVID-19 pandemic. Despite the crisis, findings suggest stability in policy core beliefs, offering critical insight into the resilience of fiscal paradigms even in extraordinary times. A comparative glance at the EU further enriches the discussion.

2. The Narrative Path of Indonesian Public Sector Reforms (1998–2023)

In this article, the authors trace the evolution of Indonesian public sector reforms from 1998 to 2023, beginning with constitutional amendments that reshaped power dynamics and laid the foundation for Indonesian democracy. The study emphasizes the central role of public financial management reforms in catalyzing broader changes, supported by the alignment of policy and budgeting processes. While influenced by New Public Management, Indonesia’s approach reflects a blended model adapted to local constraints, with cautious implementation to mitigate risks. The findings underscore the importance of context-sensitive reform strategies, particularly in developing countries facing institutional and capacity challenges.

3. Motivation of the Faculty in Politics and Administration Training in Vietnam
